Ten years have passed since the Raccoon City incident, and the President of the United States has decided to reveal the truth about what happened, hoping to help reduce the current surge in bioterrorism. His personal friend Leon S. Kennedy, a survivor of the Raccoon City incident, intends to stand by the President's side, but when the location where the announcement is to be made is targeted by a bioterrorist attack, Leon is forced to face the President, transformed beyond recognition, and make his most difficult decision yet. At the same time, Chris Redfield, a member of the Bioterrorism Security Assessment Alliance, arrives in China, which is also under threat from a bioterrorist attack.
